The issue has been fixed successfully. WPBakery Page Builder was updated to the latest version and Gutenberg editor was disabled in order to be able to edit your site content.
The issue seems to be related with your server configuration. Please contact your hosting provider and make sure you have set the right permission for wp-includes folder.

Thnx but another problem is still here. When i want to edit text block they come with white text content. this is very difficult.
Look at that. There is an error in text block editing. Text is white and there is not any toolbar.
Anybody here? I waiting your solution to activate this website. Help me asap!

I gave 777 to all wp-includes's folders, subfolder and files
